With thousands of international Indian students joining the workforce from Canadian colleges and universities, obtaining either a post-graduation work permit (PGWP) or a first-time Canada work permit is of paramount importance. However, due to thorough checks being imposed by Immigration, Refugees and Citizenship Canada (IRCC), there has been a spike in rejections for otherwise avoidable application submissions. Minor mistakes on applications, missing attachments or unverified test scores can lead to rejection of the entire application and put the legal status of the students in jeopardy.

To help graduates from India ensure that they follow the correct process in obtaining either of the permits, here is the list of all documents and proof required for a Canada work permit.

Key Required Documents for Canada Work Permit Applications

1. Proof of Program Completion

Applicants for a Canada work permit must show that they have satisfied all the criteria set by the designated learning institution (DLI). To do this, IRCC requires:

  • Official Letter of Completion: An official letter from the registrar confirming that all requirements required for obtaining a degree/diploma have been met and how long the whole program lasted.
  • Official Academic Transcripts: Official final transcripts that give details about grades and credits for all subjects and courses in a single document (Tips: All pages of transcripts and explanations from the educational institutions are to be condensed into one PDF file).

2. Proof of Language Proficiency (Mandatory Rule)

It is mandatory to demonstrate English language competency while submitting PGWP applications. Therefore, Indian applicants are required to submit a valid test score in any of the following tests to meet the minimum proficiency score in Canadian Language Benchmark (CLB):

  • English Tests: IELTS General Training, CELPIP-General, or PTE General (academic tests for work permit are not accepted).
  • French Tests: TCF or TEF Canada.

3. Passport and Identification Documents

  • Passport Scans: A clear PDF must be submitted which includes the bio-data page (photo and personal details) along with every page stamped with either Canadian or foreign visas.
  • Validity: IRCC cannot process your work permit application if your passport has expired. Check that your passport is still valid before your application submission.
  • Digital Pictures: Standard IRCC-compliant photographs.

4. Official IRCC Application Forms

There is a requirement for specific finalised PDF forms when using online portals, and that depends on whether the application is from inside Canada or outside Canada. Some of the specific forms required are:

  • IMM 5710: Application to Change Conditions, Extend Stay or Remain in Canada as a Worker.
  • IMM 5409/IMM 5476: Statutory Declaration of Common-Law Union or Use of a Representative form (only applicable if needed).

Critical Supporting Documents to Include

1. Letter of Explanation (LOE) & Client Information

A dedicated Letter of Explanation offers candidates the opportunity to clarify specific situations that may otherwise cause a rejection. You may want to write an LOE when explaining:

  • Any approved leave of absence during the study in Canada program.
  • Transfer of academic courses from one institution to another.
  • Any particulars regarding eligibility in a field of study.

2. Medical Exam Reports & Biometrics

  • Medical Clearance (e-Medical): Required if you intend to work in public-facing industries like healthcare or education, or if you have been a resident of specified areas during the past 12 months.
  • Biometrics Collection: Ensure your biometrics (fingerprints) are still valid within the 10-year validity period, or else pay the fee and complete the Biometric Instruction Letter process promptly.

Common Pitfalls Indian Students Must Avoid

  • Deadline for Applying: You must apply for a Post-Graduation Work Permit within 180 days of receiving your official letter of completion.
  • Study Permit Must Be Valid: Your study in Canada permit must be valid for these 180 days.
  • Academic Gaps Need to Be Explained: You must be able to prove that you were a full-time student throughout all required academic semesters (except the last semester). You must provide documentation of any unapproved breaks.
