New Zealand has announced a significant update to its immigration policy, which includes the launch of a new Short-Term Graduate Work Visa and enhancements to its existing Post-Study Work Visa norms. Known as a regulatory change, this policy is set to take effect on November 16, 2026.

This policy announcement may present a gateway for potential students who are looking to pursue higher studies in New Zealand and might have missed the opportunity to gain employment on the basis of existing post-study work rights.

Understanding the New Short-Term Graduate Work Visa

According to a recent announcement made by Immigration New Zealand (INZ), the upcoming New Zealand work visa option for students will provide a new, temporary window for international students. Previously, graduates with diploma or certificate-level qualifications could not meet the strict criteria under the standard Post-Study Work Visa, leaving them little time to settle their affairs after graduation.

The new six-month visa provides the solution to this dilemma by giving eligible students open work rights for a period of six months, enabling them to live in the country, look for work, and possibly transition into long-term employment in the coming months through various options like the Accredited Employer Work Visa (AEWV).

Key Eligibility Criteria

To be eligible to apply for a new six-month open work visa, applicants must meet certain conditions set by authorities in charge of immigration in New Zealand:

  • Academic Qualifications: To qualify, candidates must have achieved an eligible New Zealand Qualifications and Qualifications Framework (NZQCF) Level 5, Level 6 or Level 7 academic qualification.
  • Duration of Studies: The course must have been taken on a full-time basis in New Zealand for a period of at least 24 weeks.
  • Exclusions: English language training programs, as well as foundation and bridging programs, are not eligible for the qualification. Moreover, the qualification must not make a graduate eligible to apply for a standard Post Study Work visa.
  • Financial Requirements: The candidates must provide proof of NZD 5,000 in funds that can help them support themselves during their stay in New Zealand.
  • Health and Character: To be candidates must fulfil normal medical, X-ray and police character requirements.

Core Rules and Operational Conditions

Although the visa has great flexibility, it is still subject to strict guidelines to ensure that it is used only as a transitional solution:

  1. No Job Offer Required Upfront: Because it allows for an open work visa, the applicants do not need to have a job offer beforehand. Graduates can work for any employer in New Zealand in different positions.
  2. One-Time Grant: The visa cannot be extended and can only be granted once in an applicant’s lifetime. People who have had the regular Post-Study Work Visa cannot apply for this short-term option.
  3. Application Timeline: The applicants must submit their applications no later than three months after the official expiration date of their New Zealand student visa.
  4. Platform: As of November 16, 2026, all applications should be submitted through New Zealand’s improved online immigration service called ADEPT.

Expansion of the Existing Post-Study Work Visa

As part of its overall strategy to ease access to the Post-Study Work Visa, New Zealand will also introduce its short course route. Starting from 16 November 2026, any student who has studied an eligible NZQCF Level 7 graduate diploma in New Zealand while at the same time holding a bachelor’s degree will have the right to apply for the Post-Study Work Visa. A bachelor’s degree can be obtained in New Zealand or abroad. If successful, the applicant is eligible to apply for a Post-Study Work Visa of up to one-year duration corresponding to their NZ studies.

Higher education qualifications, such as Level 8 Postgraduate Diplomas and Master’s degrees, may still be eligible for different arrangements that entitle holders to one and up to three years of Post-Study Work Visa, respectively, provided that both academic and practical criteria are met.

Strategic Implications for International Students

For students all around the world who consider New Zealand as a top study abroad destination, these new regulations bring much more clarity regarding the process. Those students who are looking to receive technical or vocational diploma courses at levels 5, 6, and/or 7 have secured an opportunity to showcase their skills to local employers without the threat of forced return happening soon after arrival.  As we get closer to the November rollout, applicants are advised to get their academic records ready, check their qualification levels against the levels of qualification framework of New Zealand Qualifications Framework, and carefully observe the deadlines for application not exceed three months.
